Pet dogs are well trained by their owners or by the trainers at the dog farm, where they were born and brought up. Such pet dogs biting anyone is rare, because whenever they go outside of their owner's house, they are always under the watch of the owners.
In case your dog bites someone, you should apologize to the person. You should also pay for his medical expenses.
You may not pay for any medical expenses to the person your dog bit, if that person was rude to the dog and was bitten.
Here are examples of apology letters for dog bite and dog barking.

Dear _______,
Please accept my sincere apologies for the incident today. My dog had never bitten any outsider in my knowledge so far. However, she bit you for some reason. I know how traumatic an experience it is and what pain you must have endured. I am deeply sorry for this.
My dog has been trained to be calm and disciplined. He was trained before I bought it. I continue to train her almost every day. She has also been vaccinated including the rabies vaccination. I am enclosing herewith her medical records for your kind information.
I would like to pay for your medical expenses incurred for this purpose. Please provide me with the copies of the medical bills and any other expenses you might have incurred in this regard. I am ready to reimburse them.
I am truly sorry that this happened to you. I know just paying the medical expenses cannot take away your pain. I wish you speedy recovery and good health.
I assure you that I will be even more careful with the dog and will take steps to make sure this type of incident does not happen again.
Thank you for your understanding!
Sincerely,

TEMPLATE #2
(Apology letter to neighbor for dog barking.)
Dear _______,
We are truly sorry that our dog kept on barking at night since the last few days.
I know it must have been a big botheration to you. This should not have happened, especially, at night during the sleeping hours.
We have been trying our best to control him to keep his voice down at night. However, it has not worked since the last few days for some reason.
I hope you will forgive him and us for this. We are going to try to ensure that he keeps it down from now on.
Thank you for your understanding!
Kind Regards,
(Name of the Dog Owner)
