Sometimes the treatment of a gas agency towards a customer can be quite unethical, in which case the customer has a right to lodge a complaint with the gas company against the agency. It is better that the gas agency should apologize to the customer before the matter gets too far.
If the staff of the gas agency behaved badly with you, then you should talk to the owner of the gas agency before writing any letter to the gas company.
If the owner himself behaved badly, then you should lodge the complaint immediately. You can also lodge a complaint if their service was bad.
Please check the website of the gas company to find the customer care number or email id to lodge a complaint or to find the address to which you can send a complaint letter. You can also login online on the gas company website and use the online option to submit a complaint.
Here is an example of the complaint letter against a gas agency.

Sub.: Complaint against the gas agency
Dear Sir/Madam,
I am having a gas connection from your company. The consumer number is _________. On (Date) I had applied for a gas refill and paid the amount online. I telephoned the gas agency i.e. (Name), Agency number _________ to enquire about the delivery date. They informed me that the gas cylinder would be delivered within 2-3 days.
Is this the way your gas agencies are dealing with customer grievances? Kindly take necessary action immediately.
If I do not hear from you within 72 hours of your receipt of this letter, I will lodge a complaint with the Ministry of Petroleum and Natural Gas. I would also inform the news media agency of this incident. I may seek legal remedies if the matter is unnecessarily delayed.
Sincerely,

Thank you. I have taken reference from the format to lodge my complaint. Not all Gas agencies treat badly. But there are some arrogant agencies who have grown big and do not care how a few customers get treated.
