If a candidate is interested to work as an HR executive for any organisation, then he may apply for the position under different circumstances viz.
(1) He came across the job advertisement posted in newspaper or in the website of the organisation, or
(2) The organisation has a career website where interested candidates can upload their resume and select their choice of interest for any specific post, or
(3) He came to know from some source that they presently have one or more vacancies for the post.
Some companies seek candidates with prior experience. Some companies even allow freshers to apply for such positions. Depending upon the criteria, you can make an application to the company showing an interest to get the job.

I have heard it from different places that "Dear Sir or Madam" is outdated, as well as "To whomsoever it may concern".
ReplyDeleteIf you can try to find the name of the person to whom your letter is addressed to, then it would be much better. If you do not find the name then you can put "(Name of Company) Hiring Staff/Manager.
Example "Dear Google Hiring Manager".
