It is always advisable that the notice of any holiday, when the office will remain closed, should be given well in advance - so that no employee is put to inconvenience of coming to the office on a day when it is closed.
Generally, notice of common national holidays are given well in advance at the beginning of the calendar year or fiscal year. But when an unexpected holiday is declared due to extraordinary circumstances like some political strikes, death of a national figure, etc., then employees are given notice just a day or a few days before it.
